What Part S requires
In broad terms, and for England: a new dwelling with an associated parking space needs a chargepoint. A residential building with more than ten parking spaces undergoing major renovation needs cable routes to every space. A new non-residential building with more than ten spaces needs at least one chargepoint plus cable routes to a proportion of the remainder. The exact thresholds, exemptions and cost caps depend on the version of the regulations in force when your application is made, and Wales, Scotland and Northern Ireland set their own requirements — confirm the specifics with your building control body rather than working from a summary.
The practical consequence is the same everywhere: the cable route is the expensive part, and it is far cheaper laid during groundworks than retrofitted. Even where a chargepoint is not required today, running the containment while the trenches are open is the decision developers rarely regret.
Specifying for plots and driveways
For individual dwellings with their own parking, a standard 7kW smart charger is what the regulations contemplate and what buyers expect. One detail is worth getting right early: untethered chargers keep the elevation clean and let the buyer choose their own cable, which on a new build usually looks better and costs less than tethered.

Communal parking and apartment schemes
Shared parking is the harder problem, because every space draws from one supply. Three things resolve it. Load management shares the available capacity dynamically across all chargers, which typically allows several times more charge points than the raw headroom would support and avoids an expensive reinforcement from the distribution network operator. Dual socket units — the VCHRGD TwentyTwo at £1,550, Rolec BasicCharge duals from £1,825, or the Evec pedestal range from £1,300 — serve two bays per installation and per cable run. Mounting where there is no wall
Podium parking, undercrofts and open courtyards rarely have a wall where the bay is, which is why pedestal chargers dominate on communal schemes. The Evec range runs from £1,120 for a 7.4kW single socket to £1,615 for the 22kW dual. Where you want a specific wall-mounted charger instead, charging posts from £240 carry the unit at the bay, with dual and back-to-back versions serving two spaces from one upright and one excavation. Grants and who claims them
New build plots generally fall outside the domestic EV chargepoint grant, which is aimed at retrofit for renters, flat owners and landlords. Where a scheme includes commercial premises or staff parking, the Workplace Charging Scheme may apply at up to £350 per socket.
